I am proud to have been born and raised in Carroll County. Graduated from Westminster High in 1996. I will be married to my husband 19 years this year. I have three children that attend CCPS, (high school, middle school, and an elementary age). I am a current college student at UMGC majoring in psychology. I am the current VP of the Board of Education. I helped to create Navigating the Waters for CCPS. I advocated to have naloxone training in the high school health curriculum. I participated in the planning of the Career & Technology Center modernization. I voted and participated in the planning of the replacement of East Middle School. I voted to get students back into the classroom and remove masks.

It has been an honor to serve the students, families, staff, and communities of Carroll County as a member of the Board of Education during the 2018-2022 term. My education and career experiences prepared me to serve. During my 39-year career with Carroll County Public Schools I served as a classroom and resource teacher and later as an administrator in several schools. Over the last four years I gained additional experience by serving on the 2021 and 2022 Board of Directors for the Maryland Association of Boards of Education and as a member of its Conference Program Committee and Equity Committee. My goals while serving on the Board of Education are (1) to ensure that each student has access to multiple pathways and opportunities for success; (2) to retain and recruit quality teachers and staff to enhance a diverse workforce; (3) to provide competitive staff salaries; and (4) to support implementation of the Blueprint for Maryland’s Future Act.

I am an associate professor at Towson University, a pediatric occupational therapist, and mother of three young children residing in Eldersburg. In service to the people of Carroll County, I will enact policies and practices to support the preparation of our students for a rapidly changing world. As a member of the Board of Education, I will work to provide all students the opportunity to learn and grow competently and confidently into successful community members. I know what it is like to be a busy mom, working hard and making difficult decisions to keep my family safe and happy. In the context of a global pandemic, caregiving and family life have become even more complex. I am committed to supporting students and the greater school community in the same way I approach parenting – with heart, with patience, and using the best evidence available to inform the choices I make. As an occupational therapist, I understand the nature of human development, and the importance of meeting people where they are – keeping an open mind to the range of backgrounds and values represented in our community, and providing equitable supports so that everyone has the opportunity to be successful. I want folks to feel included, represented, and given voice through my work on the Board, just as I want my children to grow up in a school system that values their unique perspectives and contributions inside and beyond the classroom.

Tom Scanlan

Candidate Information / Statement:

I am a retired English teacher and Reading Specialist with 33 years of experience here in Carroll County. I earned my master’s degree from McDaniel College, and I am also ESOL certified. Besides being a teacher in the county, I’ve also lived here for over 30 years. My wife and I have had four sons go through Carroll County Public Schools, so I thoroughly understand the parent perspective. I am running for the Board of Education because I know we can recover with the right leadership. The Blueprint for Maryland’s Future is going to bring huge changes to education in Maryland. We will have a new superintendent soon, and we will have at least four new county commissioners in November. We need an experienced, steady hand in the coming years. I’ve been in the system, and I know how it works. My top priority is to focus on our students in the classroom to fill learning gaps and get back on the track of on-grade-level instruction. We must also attract and retain a highly qualified staff through competitive salaries in a supportive work environment. Finally, we must bring our schools back as community centers where families can come together to celebrate their schools and their neighborhoods. My time as a parent and as an educator gives me the unique perspective our school system needs to move forward. I truly believe in excellence and opportunity for all.

Steve Whisler

Steve is a father of four boys, two of which are still enrolled in our public schools. He is a retired military officer, linguist, and combat veteran who was awarded the Combat Action Ribbon and Air Medal after accumulating over 700 flight hours. He has served as a senior executive with several corporate and non-profit organizations, leading hundreds of people and managing budgets over two billion dollars. He is also a certified teacher who taught four years full-time in Maryland public schools and nearly five more as a substitute. He is a lifetime member of both the American Legion and Veterans of Foreign Wars. He is also the Vice Chair of the Carroll County’s Veterans Advisory Council and an active member of the Freedom District Lions Club. His formal education includes a Masters degree in Management from Troy State University, a Bachelors Degree in Sociology from Excelsior College, and an Associates degree from Catonsville Community College. He has also completed all doctoral courses at the University of Phoenix and several graduate courses towards a second Masters degree in Education at the Johns Hopkins School of Education.
