I am a small business owner who has a life long passion for reading history and political science. By serving as a publicly elected official, I am able to represent like minded citizens who share in my belief of limited government, free market economics and most of all personal freedom.

Dennis Frazier is married to Debbie and gas two grown children Christopher and Sarah. He also has a granddaughter Lanney. Dennis retired after 40 years as a teacher in both the public and private systems. Dennis is the current County Commissioner in district 3, he is in his second term. Prior to being a county commissioner he was a councilman for the city of Westminster. He has also served on the Tree commission the parks board and was a planning ang zoning commissioner all for the city of Westminster. Dennis is endorsed by the CCEA,(Carroll County Education Association) ,the Carroll County FOP and the Carroll County Paramedics and Firefighters. Dennis is looking forward to serving the citizens of Carroll County as a State Delegate.

Scott Jendrek

Candidate Information / Statement:

Scott Jendrek is a small businesses owner, distiller and protein chemist. He and his wife own and operate the Patapsco Distilling Company. When the pandemic started, the distillery was re-tooled to manufacture hand sanitizer which was provided to the public free of charge. He has worked for the National Cancer Institute and USAMRIID, where his work included vaccine research against multiple biological weapons, eventually moving into the private sector working on viral based genetic therapeutics. His work with the Government Affairs committee in the Maryland Distillers Guild is what eventually sparked his interest in politics.

Candidate Information / Statement:

It has been my honor and my privilege to serve the citizens of Carroll County for the past 8 years. I am running for re-election to continue to fight against the liberal policies pushed by the democrats in Annapolis.
Since 2017 I have served on the House Ways and Means Committee. I am on the Education and Financial Resources sub-committees. I am also a member of the Joint Committee on Children, Youth and Families and was elected to serve as the current Chair of the Carroll County Delegation. In addition, I am a member of several caucus groups to include the Maryland Sportsman, Veterans, Western Maryland, the Rural Caucus and the Maryland Military Installations Caucus. This past year I was selected to serve as the Assistant Minority Leader for our House Republican Caucus.
I have been employed as a Senior Technical Recruiter for NMR Consulting since April of 2009. NMR is a Service-Disabled Veteran Owned small business who employs IT professionals at all levels. One of my passions has been working with transitioning service members to assist them in gaining great careers once they have finished their service to our nation. Prior to my career in the recruiting field, I worked in the real estate and lending field for over 21 years. My experience in the business world gives me a practical view on policies proposed in Annapolis.
I have consistently been recognized for my conservative voting record from the NRA (A rating), C-PAC, Maryland Business for Responsible Government, the Restaurant Association, the Maryland Board of Realtors, the Maryland Farm Bureau, the Retail Association and Maryland Right to Life. In addition, I have been honored to support and be endorsed by the Fraternal Order of the Police, Sherriff Jim Dewees, the Carroll County Sportsman and the Carroll County Professional Fire Fighters and Paramedics.
I will continue to stand up for the rights of the unborn. I will continue to fight for transparency and parental rights in our school systems. I will continue to stand up to attacks on our homeschool community. I will continue to fight for tax relief and always try to push to keep more of your money in your pocket. I will continue to fight for our second amendment rights. We should be a shall issue state. And I will always stand with our law enforcement community which is under constant attack these days.
I am married to my wonderful husband Mike. We reside in Westminster, MD with my youngest son Joshua. Combined we have six children who live in Carroll County and Hanover, PA.
Again, it has been my privilege to represent Carroll County. Carroll County is a beautiful place to call home and a wonderful community to raise a family. I will stand up for our agricultural industry, our small businesses, our second amendment rights, the unborn and our conservative principles in Annapolis. I humbly ask for your vote on July 19th.

I am running for House of Delegates because I have never felt so strongly that our state is heading down the wrong track; that our founding principles are being ignored in the laws that are passed. Each of us can make better decisions regarding how we spend our money, educate our children and protect our health than any government bureaucrat or elected official. I am a native Marylander who has called Carroll County home for over twenty-five years. With my husband, Sam, we have raised two wonderful daughters in the Eldersburg community where I have been both a homeschool mom and a marching band booster parent (Liberty High School). For over forty years, I have been involved in various Republican campaigns and conservative causes such as serving as the President of the Maryland Young Republicans to serving as a board member of the Maryland Taxpayers Association. Most importantly, I have a background in government. I was an appointee in the George H.W. Bush administration. For eighteen years, I worked for Congressman Roscoe G. Bartlett in various senior level positions and during the 2020 and 2021 General Assembly sessions, I was Delegate Dan Cox’s chief of staff. If elected, on day one, I will be ready to fight for common sense legislation and protect our freedoms from government overreach.

I have been a resident of Carroll County since I was six years old, and I have lived in Hampstead and Manchester ever since. My fiancée and I own a home in Melrose, just north of Manchester. Professionally, I serve in Governor Larry Hogan’s administration as a manager in State procurement where I have been instrumental in the execution of essential State contracts worth billions of dollars. Before that, I worked in contracts for the Allegis Group staffing conglomerate.

I am running because Carroll County needs a proven conservative and community leader who is ready to fight for us in Annapolis.

As a longtime conservative activist in Carroll and across Maryland, I have served as an elected member of the Carroll County Republican Central Committee since 2017. In 2018, I was awarded the Grassroots Volunteer of the Year by the State Party. In 2020, I was elected the Third Vice Chairman of the Maryland Republican Party. I was the only delegate at the 2020 Republican National Convention elected from Carroll County, and I received the endorsement of President Trump’s campaign.

From 2017-2021, I wrote for The Carroll County Times where I covered State and local politics as a bi-weekly conservative opinion columnist fighting for the community, defending conservative values, and using my platform to inspire change and action.

In the community, I am active as the President of the Lineboro-Manchester Lions Club, an appointed member of the Carroll County Historic Preservation Commission, and an At-Large board member for the North Carroll Business Alliance. As a community leader, I have organized multiple food drives in the Hampstead/Manchester area, planned a free showing of the Heroin Still Kills film, ensured that historical properties were preserved, and raised thousands of dollars for college scholarships.

As a State Delegate, I will fight back against tax increases, vaccine mandates, government overreach, the opioid epidemic, and liberal indoctrination in our schools. As your Delegate, I will fight for small businesses, our agricultural heritage, the integrity of our elections, the lives of the unborn, law & order and those in uniform, and 2nd Amendment rights.

I am proud to have the support of our current District 5 Delegation in this election, including Delegates Susan Krebs, Haven Shoemaker & April Rose and Senator Justin Ready. The members of our current Delegation have endorsed me because they know that I possess true Carroll County values and that I am a fighter who will stand up for my constituents in Annapolis and deliver results.

I am currently finishing my second term as the Carroll County Commissioner for District 1. I was honored to have been elected to a second term for the citizens of Carroll County and have maintained my common sense, moderate approach as an elected official in Carroll. As a life-long resident of Carroll County I have spent most of my life volunteering and being heavily involved in the community. I am a retired Baltimore County Firefighter and have belonged to the Pleasant Valley Volunteer Fire Company for 47 years. Public safety has always been my number one priority as an elected official and I am endorsed by police and fire in Carroll. I have served on the Maryland Association of Counties legislative committee for 8 years and am currently on their Board of Directors. I am on the board of the Baltimore Metropolitan Council and am the immediate past chairman. I currently serve on the Governors Emergency Management Council and am also the elected representative of the Federal Emergency Management Agency for Region 3. I am on the University Of Maryland Shock Trauma Board of Visitors. I have raised to daughters and have 4 grandchildren and my wife is a retired registered nurse, I also owned a small business in Carroll for 35 years. I truly believe life experience and local government experience is essential representing the citizens of Carroll in Annapolis. I have worked on government budgets and legislation for 8 years. I will hit the ground running if elected. I know how to reach across the aisle which is the only true way of accomplishing anything in Annapolis as we are always outnumbered. My experience in this county as one of your Commissioners speaks for itself. I urge you to send experience to the General Assembly by giving me your vote.

I joined the Army in the wake of 9/11, and I retired in January as a Lieutenant Colonel and Iraq War Veteran with 20 years of active-duty service. For 18 of those years, I served at installations throughout Maryland. I am also a veterinarian, board certified in preventive medicine, and I hold a PhD in comparative biomedical sciences. I am a founder and owner of an animal hospital, as well as a husband and father. My enduring love for this nation of opportunity as an iconic force for good in this world now drives me to serve in another capacity, as your liaison and voice in Annapolis. My plan for Carroll County is grounded in the ABCs – the three pillars of Agriculture, Business, and Children. As a veterinarian and scientist, I will aggressively support our farms and farmers and promote animal health and welfare. As a business owner and proponent for meritocracy, I am excited to make your business my business in our Capitol. As a parent, concerned about our schools, I’m eager to protect the rights of our youngest and most vulnerable, and keep them safe from drugs and violence, from bullying and indoctrination, and from unscientific and unconstitutional mandates. I will also work closely with the Board of Education, County Commissioners, Farm Bureau, and trade unions to link our schools with enhanced opportunities in agriculture and skilled trades.
