The counting of ballots in Carroll County is finally over and we have the final (unofficial) results for the 2022 Primary races.

Here are the vote totals for the local races that The Observer has been tracking and reporting on throughout the 2022 Primary:

Commissioner District 1:

Winner: Joe Vigliotti


Commissioner District 2:

Winner: Kenneth A. Kiler


Commissioner District 3:

Winners: (R) Tom Gordon, (D) Zach Hand

Notes: Tom Gordon will face off with Zach Hands in the General for this seat in 2022. The Observer will continue to track this race going forward.


Commissioner District 4:

Winner: Michael R. Guerin


Commissioner District 5:

Winner: Ed Rothstein


Board of Education:

Winners: Battaglia, Dorsey, Jozkowski, Miller, Scanlan and Whisler

Note: The top 6 move forward to the General Election and 3 will be elected to the Board of Education in 2022. The Observer will continue to track this race going forward.


State’s Attorney:

Winner: Haven Shoemaker


Maryland State Senate District 5:

Winner: Justin Ready


Maryland State Senate District 42: 

Winner: Chris West


Maryland State Delegate District 5:

Winners: April Rose, Chris Tomlinson, Eric Bouchat


Maryland State Delegate District 42C:

Winner: Joshua J. Stonko
