This is an update to the campaign finance article written on Scott E’s Blog back in January 2022. New finance reports have been filed in April 2022 for the following Carroll County Board of Education candidates: Steve Whisler and Jim Miller.
Steve Whisler
Starting Balance: $0.00
Total Receipts: $5,550.00
Total Expenditures: $2,337.53
Cash Balance: $3,212.47
Other items of note: The report lists $10,037.00 in Outstanding Bills. I am curious if this should be categorized differently (like a loan balance) and something I may follow up on in the future.
Update: I heard back from the candidate and these transactions will be changed from “Outstanding Bills to Loan Balance” in an update to the report.

Pat Sands
Pat Sands did not file a report and may be subject to fines in the future if a report is not filed soon (we have already seen this once this election cycle from another candidate).
“There is a late filing fee for each campaign finance report or affidavit that is not filed on or before the due date. The new late fee is $20 per day for the first 7 days, $35 per day for the next 7 days and $50 per day after 15 days late. The new maximum late fee is $1000. Campaign funds must be used to pay any late fees.”
