A Howard County grand jury has indicted a ‘Peeping Tom’ who has victimized numerous women

The Office of the State’s Attorney for Howard County and the Howard County Police Department have jointly announced the indictment of a man from Owings Mills on 68 charges. These charges include allegations of recording videos of women in dressing rooms and engaging in upskirting, as well as illegally accessing private media belonging to patients and coworkers at a dental office in Columbia where he was employed.

The indicted individual, Delano Draine, aged 43, has been formally charged by a grand jury in Howard County. The charges against him include peeping tom offenses, visual surveillance violations, theft, and computer crimes. Draine is currently being held without bond at the Howard County Detention Center.

The investigation into Draine’s activities began on December 9, 2023, when a 16-year-old female victim reported an incident in which she noticed a male suspect recording her while she was in a dressing room at a clothing store in The Mall in Columbia. Through diligent investigative work, law enforcement officials identified Draine as a potential suspect. Later in the month, they executed search warrants and seized various items of evidence.

A thorough examination of Draine’s digital devices, coupled with additional search warrants, uncovered the extent of his illicit activities. Detectives discovered numerous videos taken in dressing rooms and upskirt incidents involving at least 11 unidentified female victims across different locations in Howard County. Furthermore, additional victims were identified in other areas within the region.

The indictment also alleges that while working as a dental assistant, Draine unlawfully obtained the passcodes of women’s cell phones. He accomplished this by secretly recording the victims while they were using their phones. Subsequently, Draine accessed their phones and proceeded to copy their personal videos and photos onto his own device. Detectives believe that they have identified all 37 female victims from the dental office.

At this stage of the investigation, detectives have not found any evidence to suggest that the recovered media has been shared on social media platforms or public websites. The investigation remains ongoing as authorities continue to gather information and build their case against Delano Draine.

Indictments are only allegations. All persons charged are presumed innocent unless and until found guilty in court.
