Carroll County Sheriff’s Office arrests two for Possession of CDS with Intent to Distribute

On May 9th, 2024, at approximately 2:46 PM, members of the Carroll County Sheriff’s Office Pro Active Community Enforcement (PACE) Team were in the area of Maryland Rt 140 near Sandymount Road when they observed an Acura with what they believed to be darker than allowed window tinting.

They caught up to the vehicle on Westbound Rt 140 near Malcolm Drive and conducted a traffic stop. The vehicle was being driven by Rachel Schlothauer, a 20 year old female with a Westminster address. The front seat passenger was identified as Cornell Bell III, a 29 year old male with a Westminster address. Neither Schlothauer nor Bell had valid driver’s licenses.

A canine unit from the Westminster Police Department arrived and conducted a scan of the vehicle for potential CDS, resulting in a positive alert. During the subsequent search of the vehicle, 16.4 grams of suspected cocaine was seized and both individuals were placed under arrest.

Prior to transporting Bell and Schlothauer to Central Booking, Deputies searched the individuals and located $1,782 in U.S. Currency on Bell. This currency was broken up into denominations and stacks that are consistent with the sale and distribution of CDS.
Bell and Schlothauer were transported to Central Booking and both charged with:

  • CDS Possession (not cannabis)
  • CDS Possession with intent to distribute (Narcotics)

(All individuals are presumed innocent of the pending charges until proven guilty in a court of law)

Both individuals were released after posting bond.
