“Sheriff’s Office makes arrest for sexual solicitation of a minor”
Westminster, Carroll County, Maryland; April 13, 2023 —– On Tuesday, April 11th, 2023, the Carroll County Sheriff’s Office arrested a Baltimore City man after an undercover operation developed evidence of solicitation of a minor.
The suspect is identified as Paul Carl Shur, 54, of Baltimore City, Maryland. Shur was transported to the Carroll County Detention Center where he appeared before the commissioner and was held on no bond.
On April 11, 2023, the Carroll County Advocacy and Investigation Center initiated a proactive operation, where a Deputy was monitoring an online messaging application posing as a 14-year-old female. Shur initiated an online conversation with the Deputy, whom he thought was a minor, and requested a sexual encounter.
Shur suggested meeting on Tuesday evening in Westminster, Maryland. Shur arrived at the meeting location and was taken into custody without incident by the Carroll County Sheriff’s Office Pro-Active Community Enforcement Team.
The Carroll County Advocacy and Investigation Center coordinates with the Maryland Internet Crimes Against Children Task Force. This is a combined law enforcement effort involving police departments across Maryland that is made possible in part due to grant funds provided by the Governor’s Office of Crime Prevention, Youth and Victim Services and by a federal grant from the U.S. Department of Justice. Task force investigators focus on identifying those involved in child pornography via the Internet and other related crimes that victimize children.
