Westminster Drug Arrest: Illicit items seized – suspect charged and held by a detainer issued by Homeland Security and ICE

Reported by Carroll County Sheriff’s Office on March 8th:

Through a lengthy investigation, the Carroll County Drug and Firearms Trafficking Task Force and the Pro-Active Community Enforcement Team [P.A.C.R] with the assistance of Carroll County Sheriff’s Office Crisis Response Team [CRT] executed a Search and Seizure Warrant at 156 Liberty Street Apt. A. Westminster Maryland 21157 where Damian Garcia-Lopez aka ‘Manches’ resided.

During the investigation of Garcia-Lopez, Detective’s learned he was distributing illicit controlled dangerous substances in the Carroll County area Garcia-Lopez was located and taken into custody at his residence without incident During the execution of the Search and Seizure Warrant. Detectives recovered Cocaine. scales, packing  materials, tools and a substantial amount of U.S currency all indicative of the illegal sales of controlled dangerous substances.

Garcia-Lopez is currently being held at the Carroll County Detention Center on a no bond status for Possession of illicit Controlled Dangerous Substances, Possession with intent to distribute, Possession of paraphernalia. In addition, Garcia-Lopez is being held by a detainer issued by Homeland Security, immigration and Customs Enforcement (ICE).

This investigation was a coordinated effort between the Carroll County State’s Attorney’s Office, Carroll County Drug and Firearms Trafficking Task Force and the Pro-Active Community Enforcement, which is comprised of personnel from the Carroll County Sheriff’s Department and the Westminster Police Department, under the Maryland Criminal Intelligence Network (MCIN). The Governor’s Office of Crime Prevention and Policy provided funding to support this project and investigation under subaward number: MCIX- 2024-0010.
