Carroll County Public Schools will be hosting a community meeting regarding the arrest of the Westminster High School substitute/coach on May 18th

Carroll County Public Schools will be hosting a community meeting regarding the arrest of the Westminster High School substitute/coach on Wednesday, May 18, 2022, at 7:00 p.m. in the auditorium of Westminster High School, located at 1225 Washington Road in Westminster. CCPS parents and CCPS high school students are invited to attend.

Karl Streaker, CCPS Director of Student Services; Curtis Pierce, CCPS Supervisor of School Security and Emergency Management; Elizabeth Appleton, Victim Specialist for the FBI in Baltimore; and Nicole Jackman, Senior Director of Client Services for Springboard Community Services will be presenting. Topics for the evening will include status updates, trauma response, and social/peer reaction and support.

“Investigation revealed that Frock used the Snapchat usernames of volleygirlhan, volleygirl1025, laxguy2323, and pictures1025 to send, receive, and solicit explicit photographs and videos of underage females. Furthermore, Frock was found representing himself as a high school aged male to facilitate the exchange of these explicit photographs and videos. Detectives have verified that Frock is employed as a long-term substitute and head Varsity Volleyball Coach at Westminster High School in Carroll County and may be or have been associated with other schools and athletic businesses in the Baltimore region. Investigators are working with school officials and the Carroll County Board of Education to identify additional student victims who may have had inappropriate contact with Frock.”
