CARROLL COUNTY STATE’S ATTORNEY WORKING IN CONJUNCTION WITH MAYLAND OFFICE OF ATTORNEY GENERAL’S INDEPENDENT INVESTIGATION DIVISION (IID) IN CONNECTION WITH FATAL POLIC SHOOTING THAT OCCURRED ON SUNDAY, JUNE 4 IN ELDERSBURG

Carroll County State’s Attorney Haven Shoemaker announces that his Office is cooperating fully in the investigation by the Attorney General’s IID of a fatal police shooting Sunday morning in Eldersburg that ended an overnight standoff between State troopers and a man they believe was armed. Both State’s Attorney Shoemaker and members of the IID responded to the scene of the incident yesterday to start the investigation, which is ongoing.

The IID was created by the Maryland General Assembly in the spring of 2021 as part of a large package of police accountability and reform bills, and it has investigative jurisdiction over incidents that have occurred since October 1, 2021. In 2023 the General Assembly expanded the IID’s authority to include prosecution starting on October 1, 2023.


Since this incident occurred before October 1, 2023, the IID will not decide whether to file charges in connection with this incident. Instead, after its investigation, the IID will forward a report containing detailed findings and analysis to the Carroll County State’s Attorney. “This Office will make a swift decision in this matter once results of the investigation are disclosed and reviewed,” remarked Shoemaker.
