Suspect arrested after fleeing from traffic stop in Westminster on August 11th; Cocaine, Heroin, Fentanyl, and a Handgun collected during the investigation

On Thursday, August 11th, 2022, at approximately 11:57AM, members of the Carroll County Drug and Firearms Task Force and the Pro-Active Community Enforcement (P.A.C.E.) Team were working enforcement in the area of Doris Avenue near Denton Drive in Westminster when they observed a black in color Acura whose driver was not wearing the required seat belt. A P.A.C.E. Team member attempted to conduct a traffic stop on the vehicle by activating the vehicle’s emergency lights and siren, but the driver of the Acura failed to stop, and fled through a residential neighborhood. Due to the nature of the violation, they did not pursue.

Other members of the P.A.C.E. Team responded to the neighborhood and located the Acura in a driveway in the 800 block of David Avenue. The driver had fled, leaving the vehicle running. Additional officers from the Carroll County Sheriff’s Office and Westminster Police Department also responded to assist in locating the driver.

While searching the neighborhood, P.A.C.E. Team members were alerted that the suspect was on Franklin Avenue and had entered another vehicle. They were able to stop the vehicle, which was determined to be an otherwise uninvolved Uber. The suspect was taken into custody.

During the subsequent investigation they recovered 33 grams of Crack Cocaine, 1.6 grams of Heroin, 1.4 grams of Fentanyl, a handgun with 12 rounds of ammunition, and over $3,900 of U.S. Currency.

The suspect, Identified as Dorian Isaiah Overton-Owens, a 26 year old male with a Reisterstown address, was found to be prohibited from possessing a firearm and ammunition. He was arrested and charged with:

Multiple counts of CDS possession
Illegal possession of ammunition
Multiple handgun violations

(All individuals are presumed innocent of the pending charges until proven guilty in a court of law)

Overton-Owens was transported to the Carroll County Detention Center, where he is currently being held without bond.

The P.A.C.E. Team is a joint enforcement initiative between the Carroll County Sheriff’s Office, Westminster Police Department, and the Carroll County State’s Attorney’s Office.
